Owen joined the Trust in 2016, bringing in over eighteen years of public sector experience with the City of New York, where he served in various in administrative, oversight, and investigative capacities. He holds a Bachelor of Arts from the State University of New York at Albany, a Masters of Public Administration from Columbia University, and is a Certified Associate in Project Management.
