W 29 to W 44 Street Landscape and Esplanade Design

An exciting project is underway in the Chelsea and Hell’s Kitchen sections of Hudson River Park.

The area between W 29 to W 44 Street is one of the final unfinished areas of the Park. Our goal is to introduce much-needed green space within this busy 15-block area. As always, we are working to engage the various stakeholders, including community residents and businesses, in this process.

Phase 1 Focus Area: W 39 to W 44 Streets

The upland areas between Pier 81 and Pier 84 — a subset of the larger W 29 to W 44 Street design effort — will be the first section to be designed and constructed.

Recent Community Engagement

On May 28, 2025, the Trust and its design team for this area, led by Marvel, held a second well-attended public meeting to present initial concepts ideas for a greener and more welcoming park based on based on community feedback gathered at the kick-off meeting on January 13. The attendees again provided feedback.

On Monday, January 13, 2025, the Hudson River Park Trust hosted an interactive session focused on design opportunities for the upland areas between Pier 81 and Pier 84 – a subset of the larger W 29 to W 44th Street design effort. Led by design professionals from Marvel, the landscape team selected for this Park area, the community-centered event invited participants to learn about the space and to share their ideas for the future esplanade and upland green space including through interactive tabletop discussions and larger group ideas sharing.

On January 27, the Park’s Design & Construction team shared this presentation with the Hudson River Park Advisory Council.

Engaging, active community conversations like these are an important part of designing any new area of Hudson River Park. These discussions help us ensure the Park meaningfully serves the communities that rely on it.

Meeting Marvel the Project Design Firm

The public was first invited to meet Marvel and to start discussing site opportunities and challenges on July 11, 2024 when Community Board 4’s Waterfront, Parks and Environment Committee hosted Hudson River Park’s design team.

Unlike other Park areas that have been constructed, this area includes numerous existing land uses — the heliport, the forthcoming Gateway Tunnel construction project, the NYC Ferry Terminal at Pier 79, the Park’s tenant Circle Line, the MTA bus charging station and the Park’s Community Compost Yard and operations area. Many of these uses have operating requirements that will need to be incorporated into the W 29 to W 44 Street Landscape and Esplanade Design.
