Overview of Pier 40 Public Review

On December 15, 2016, following an environmental review process and ULURP, the New York City Council approved the creation of the Special Hudson River Park District that designated Pier 40 at West Houston Street and the Hudson River (Block 656, Lot 1) as the “granting site” and 550 Washington Street (Block 596, Lot 1) as the “receiving site” in the special district in Community District 2 in Manhattan.  Among other actions, a special permit was also approved that allowed the Hudson River Park Trust to transfer 200,000 square feet of unused development rights from Pier 40 to 550 Washington Street.  The Hudson River Park Trust’s Board of Directors also approved this action on December 15, 2016 following a “Significant Action” process that included a public hearing and comment period.
