Hudson River Park Trust is a partnership between New York State and City charged with the design, construction and operation of the five-mile Hudson River Park.

The Hudson River Park Trust’s overall goal is 30% which is satisfied through its award of contracts, subcontracts and direct procurement of purchases to ESD-certified MWBE firms. The Trust establishes goals for the participation of certified M/WBEs in the award and performance of goods and services under contract with the Trust to ensure maximum opportunities for M/WBEs.

What Kind of Services Do We Purchase?

Services purchased by the Trust include, but are not limited to, architectural, engineering, construction management, marine construction, concrete, building construction (general contracting, mechanical, electrical, plumbing, steel, carpentry, etc), landscaping, irrigation, stone materials, demolition, carting, pest control, office supply, IT equipment and services, equipment rental, tools and more.

Doing Business with the Hudson River Park Trust

  • Propose/Bid Directly on our Projects: We regularly post our solicitation opportunities on our website and in the New York State Contract Reporter, as well as in other industry publications. The solicitation advertisement details the scope of the work or services required. If you can perform the majority of this work or provide the requested services, please consider responding to the solicitation.
  • Ask to be included in our Solicitation Lists: For smaller purchases, the Trust solicits bids directly from qualified vendors. If you are a certified vendor on ESD’s list of certified MWBEs, make sure we know about you and the products/services your firm offers. Contact Jennifer Sosa and Sean Singh at the address below if you think your firm and the types of work we do would be a good match.
  • Team with a Prime Contractor for Subcontracting Opportunities on our Projects: We regularly post our solicitation opportunities on our website and in the New York State Contract Reporter, as well as in other industry publications. The solicitation advertisement details the scope of the work or services required as well as the dates for pre-proposal and pre-bid meetings. If you identify a potential subcontracting opportunity, you should attend those meetings to introduce your company to the prime contractors bidding on the work. Most solicitations will have an MWBE goal and prime contractors will welcome your bid on the subcontracted portion of the work.

New York State “Bridge to Success” Loan Program for Minority and Women Contractors

Empire State Development (ESD) will expand access to short-term Loans for New York State Certified Minority and Women-Owned firms doing business with New York State. The “Bridge To Success” loan program will invest at least $20 million to expand access to short-term bridge loans for Minority and Women owned Business Enterprises (MWBEs) The program will provide qualified MWBEs with the short-term resources they need to participate in the up to $1 billion in contracting opportunities with New York State. Under the terms of the “Bridge to Success” program, ESD will provide up to $2.73 million in loan loss reserves to support the $20 million in short term loans provided by participating lenders. Loans will typically be under $200,000 with terms under two years and would support $100 million in state contracts.
